The project administrator should be able to edit the list of monitoring people. Also removing users should be possible for him.

At the moment every user can add other users to monitors, but only the users themselves can remove them from the list. Even the site administrators cannot remove.

The use case is that sometime it happens that users add too many people to the monitoring list (e.g. the complete team). Currently the user would need to inform all the users to remove themselves. He can not correct his mistake on his own or ask the project admin to do so.
