The password control kit expires, disables or deletes user considering only the password creation date.

If a user is created without a password then he will never be a target of the PCK untill he sets his first password. If he doesn't then the user will stay in a kind of a zombie state forever. Never using the system but never being removed from Teamforge.

In my perspective this should somehow be fixed by Collabnet. If a user has no password creation date then the PCK should instead consider the user creation date. Off course this would not apply for user expiration but only to disable or maybe only to delete.
