A user can lock a document in a way, so that even a project administrator cannot unlock it again. Only the user or the site admin can unlock it again.

It happens that a user leaves the project or the company. In such a case the project needs to go to a site admin to unlock all documents.

I recommend to add an unlock-permission to the role permissions. It does not seem to make a lot of sense that an administrator of a project (who can even delete content or lock the project), cannot administer locked files in case the user is not available.
